WebCisco is annoying because they're not consistent on LED behavior on their switches. I've had some Cisco switches where the LEDs almost don't blink at all, just maybe 1 blink every 2-3 seconds, and other switches where the LEDs are constantly blinking as soon as you plug in a cable. I'd take Zac67's advice and check the logs. However, it's a good guess the switch will need to be replaced.
