I think it may just be as the save file gets bigger it has more to load and thus prioritises textures pretty near the end. I'm running on Ultra settings by default but it's not always smooth (drops down to about 20 fps in high intensity situations) so I'm just dealing with it.

For FO4 an i7-4790k from 2014 is better than a 9400f. And rtx2060S is similar to a gtx1080. An rtx2060S won't get ultra graphics performance at 144 fps except on lightweight games.
